USU Recruitment Allowance Policy

POLICY/PROCEDURE DCO-03

This policy relates directly to Policy "A" of Delegates/Contacts Policy DCO-01
Note: Applicable new member recruited means a new member who has remained fully financial for at least 3 (three) months after their first payment is received by the USU.
1. The Union will ensure that the recruitment allowance is only paid to those eligible members who specifically request it on the new "claim form". (Any failure to correctly complete the form or to specifically request payment will be treated as if no claim was requested and therefore will not be paid.)

This will require that the new claim form on paper, or online:

• clearly identifies the recruiter of the new member by listing them on the relevant new member application form;
• that they are also an eligible USU member; and
• that they have provided their current banking details, into which payment is to be made. (Payment will only be made by direct debit into a nominated account, so as to avoid the problem of unpresented cheques.)

2. As Policy A Allowance recipients already receive a payment, which is in part payment for recruitment of new members, that is a minimum number of 5 new recruited members must be achieved and offset against the Policy A Payment, before the Policy A recipient is entitled to payment in any calendar year during which a Policy A Payment is paid to them.

The number of 5 new members recruited before qualifying for the additional payment can be less if the person received less than $500.00 Policy A Payment in the past year.

Please see examples:
Example 1: New recruitment allowance to be $50.00 per new member recruited (where the new member remains fully financial for at least 3 (three) months from first payment of their fees.)

A Policy A recipient with $500.00 limit must recruit 5 new members who remain financial for at least 3 (three) months after first fee payment to USU before being eligible to further payment of the $50.00 per member recruited allowance. This means once member number 6 is recruited the allowance can apply and could then be paid for the remaining period of that calendar year.
(commencing December 1st each year.)

Example 2: A Policy A recipient who received less than a total of $500.00 in the previous 12 months (e.g. Policy A year) will need to recruit more than 3 (three) new members in the 12 months period before being eligible for the payment of the recruitment allowance for the remainder of that calendar year.

Those who do not receive Policy A will be eligible from the very first new member that they recruit provided the new member remains fully financial for at least 3 (three) months after joining.

3. Payment will not apply for new members recruited by delegates/members who did so while being paid by their employer to officially attend their workplace inductions for the primary purpose of recruiting new members.

Members or delegates who attend inductions in their own time will be eligible.

This will prevent employers being able to claim that USU delegates who are permitted to attend inductions to recruit new members during paid time are carrying out some form of secondary employment while being paid by their employer at the same time.

4. No recruitment allowance is payable to paid Staff of the Union or for paid temporary or secondment staff or officials of the Union for recruitment conducted during the paid employment period.

5. All payments to be processed by Union on a quarterly basis on specifically identified dates.

This will minimise additional work being incurred on a daily basis by our accounts section.

A full 3 (three) month period of financial membership by the new member must occur before eligibility for payment. This would be paid at the next quarterly date after qualification. This means that the maximum time for payment to be made after receiving an eligible claim will be no more than 6 months and no less than 3 months.

6. Monies paid for recruitment allowance may be subject to taxation. The Union is not responsible for a recipient's tax liability or reporting.
