OH&S Prequalification: Saves Lives, Protects Jobs

By Ben Kruse
USU General Secretary
Sep 1, 2007

The United Services Union has commenced a review of the OHS prequalification status of local councils in an effort to maintain safety standards and protect jobs under the RTA’s Single Invitation Maintenance Contract (SIMC) arrangements.

Maintaining safety is a fundamental aspect of local government employment. Prequalification at the R1 level for safety, quality and environmental protection is necessary for councils to remain eligible to apply for funding for jobs up to the value of $1,000 000. It is cause for concern that there are reports from the RTA of slippage in the R1 accreditation status within some local government areas.

“Since the 1990s the USU has fought hard to keep road maintenance work in local government. Councils now need to commit to the maintenance of safety standards to protect the lives and jobs of our membership,” said Ben Kruse.
The USU is now conducting a review of prequalification standards and will educate members and lobby councils about the important role of safety accreditation.

Safety – Mutual Obligation

Health and safety is a basic working right. The USU is committed to working cooperatively with councils and our members to ensure that appropriate standards are maintained. In the coming months the USU will work with the RTA and local government to identify those councils that may be struggling with the administrative or practical elements of the R1 prequalification process.  The USU will assist & encourage councils to cooperate and share resources to support safe and secure work practices and maintain a quality local road network.

The USU would like to thank Cessnock City Council for assistance in the development of this project.
